The disconnection between research and territorial problems of municipalities of the Buenos Aires South: the case of lobberry

Abstract

This presentation is carried out in accordance with the partial results achieved in the legal investigation called: Regional Migrations: An contesting analysis, which aims at the application of a descriptive analytical approach to relieve and systematize the immigration policies of local development implemented in three municipalities from the province of Buenos Aires: La Plata, General Rodríguez and Lobía.

In our research we have been able to warn how certain issues and regions have not been analyzed and addressed with the necessary emphasis by the Academy, thus existing a disconnection in the academy link, territory, state.

From the data relieved, we find that the three selected municipalities - which present notable structural differences - do not have any program oriented to the migrant population in order to achieve their inclusion in the local productive structure.

This negative result made us deepen the existing local development proposals in the communes and in the role that local states have had as promoters of their own development (Carmona, 2006)

That is why, as a first hypothesis of work, it was that, since there were no national/provincial programs aimed at migratory themes, municipalities do not have an administrative-financial structure to create local programs.

However, of the three selected Lobería municipalities since 2004, he has been working on a local development proposal oriented to the creation of labor opportunities through the creation of self -financed own programs or by national/provincial subsidies.

The measures applied by this municipality constitute data that have gone unnoticed by the Academy, which make us reflect on the role that academic centers have in the concentration of research in certain territorial/thematic areas, and in the place that we can have as social scientists in order to propose research approaches that put connections with those territorial realities marginalized by the Academy.
