Abstract

Throughout the years, governance has played a fundamental role in the development of society by preserving the purpose of a democratic state, maintaining order and stability over the citizens by providing public services based on the corresponding needs, and allowing the supervision of the actions of public management with total transparency. This established measure became necessary in the face of political leaders who have not maintained the line of stability for reasons of corruption, waste of resources, defective infrastructures, etc., which directly affect the citizens, presenting dissatisfaction with the bad actions of public management, evidencing the ethical problem of civil servants to comply with public services that are registered with manipulable information that can be altered or misplaced, mainly affecting the development of the country. In view of this problem, the objective of this research is to analyse the relationship between Public Management, Governance and Technology, applying a methodology based on the elaboration of a comparative study between Public Management and Governance with respect to their responsibilities, as well as how to record the actions of Public Management by means of an automatic recording system that allows monitoring the designated person in charge of the expenses established for each public service. Through the operation of the system, it was determined that it operates with an efficiency of 92,41% in recording the corresponding information, concluding that this system stands out for the security of limiting access to other people, and for automatically storing this important information that helps those in charge of managing the records.
