Science and technology in health: the creation of mRNA vaccines from the social construction of technologies

Abstract

This paper aims to analyze the process of creating mRNA technology in the development of vaccines used during the COVID-19 pandemic from the perspective of the social construction of technologies. Specifically, it seeks to understand the socio-political conditions that enabled the development of a new vaccine technology by identifying the context, actors involved, and problems/solutions associated with its creation. The study was conducted through a qualitative methodology, using bibliographic analysis of primary and secondary sources. Considering that technology is an expression of social values and interests - where technological objects are developed within systems in which designers and regulators have agency - the paper suggests that the creation of mRNA vaccines can be understood as the result of tensions between four relevant actors (pharmaceutical corporations, governments, scientists, and social movements) that seem to play a key role; as a result of the tensions generated by their particular interests in the technological development process analyzed here. Finally, this article argues that the outbreak of the COVID-19 pandemic managed to channel a series of isolated scientific advances over time that vindicated the relevance of basic research, demonstrating that re-adopting old discoveries can still represent a milestone in global health.
